VirtualBox
Oracle VirtualBox is a powerful virtualization product for enterprise as well as home use. Not only is VirtualBox an extremely feature rich, high performance product for enterprise customers, it is also the only professional solution that is freely available as Open Source Software under the terms of the GNU General Public License (GPL) version 2. Proxmox and VirtualBox are both open-source virtualization platforms that allow to run multiple virtual machines (VMs) on a single physical machine. They support various operating systems, provide snapshot functionality for VMs. Both use kernel-based virtualization (KVM) for Linux.

But Proxmox (available since 2008) is designed primarily for enterprise and data center environments. It offers integrated features for container-based virtualization (LXC), supports clustered setups for high availability and scalability. It has better web-interface for remote administration.

VirtualBox (2007) is German desktop virtualization system Windows, macOS and Linux, which is more targeted towards small business rather than enterprise. It doesn't natively support clustering or large-scale management features.
